SOUTH ATLANTIC
Cordell Hull was familiar with South Atlantic Latin American relations. The Secretary of State implemented President Franklin D. Roosevelt’s Good Neighbor Policy that sought to improve relations with Latin America; in that capacity, Hull made many goodwill trips to the region. As time progressed, Latin America not only played an important role as a trade partner but also played a significant role in intelligence circles as a destination for the Project Paperclip scientists.
In response to the transportation needs of the Lend-Lease Act , the Air Corps Ferrying Command commenced on May 29, 1941 with a re-designation, Air Transport Command, on July 1942. Pan American Airways, already familiar with South Atlantic routes, received the U.S. contracts to implement new flight requirements for that region.
Motivated by intelligence concerns involving Sociedad Columbo-Alemana de Trans-portes Aereos (SCADTA, a Columbian based German Airline), Major H. H. Arnold along with other military officers established an airline call PAA in March 1927. PAA soon merged with two other aviation companies, Atlantic, Gulf, and Caribbean Airways, Inc. and the Aviation Corporation of America.
Juan Trippe formed Aviation Corporation of America on June 2, 1927 with backers such as Cornelius Vanderbilt Whitney and William Rockefeller. Trippe became Managing Director of the newly merged Pan American Airways, PAA, while Arnold chose to remain focused on his military career. SADTA unsuccessfully petitioned for the airmail contract for service between the U. S and Latin America. On October 28, 1927 after obtaining the U. S. airmail contract, Pan American Airways commenced operation with the first U.S. airmail international flight from Key West, Florida to Havana, Cuba.
Interestingly, Juan Trippe was the brother-in-law of Edward R. Stettinius. Stettinius became Roosevelt’s administrator of the Lend Lease program on September 2, 1941. In 1943 after accepting the resignation of Sumner Welles, President Franklin D. Roosevelt appointed Stettinius to be Cordell Hull’s Undersecretary of State. The next year Stettinius replaced Cordell Hull as Secretary of State due to Hull’s failing health.
Means and opportunity existed between Pan Am and the State Department in the event the State Department had the motive to transport covert cargo.

Lucille Holt Andrew (1921-2009) continued to teach piano and voice full time until her death. Lucille and her sister, Allene, strongly believed in the obligation to fulfill their father's request to make information about the Capitol sub-basement known long after the reverend and Cordell were gone.
We can be thankful that she took the time to write CUFOS as that allowed us to document the story as we know it so far. We owe Lucille our gratitude for opening up an important avenue of investigation into the history of this country’s handling of the UFO mystery.

Foo-Fighter Mystery
On June 20, 1941, “Secretary of War Henry L. Stimson and Army Chief of Staff George C. Marshall saw the need for a stronger role for Army aviation. Consequently they created the Army Air Forces with General H. H. (Hap) Arnold as its head.” [5] The Army Air Forces superseded the Army’s Air Corps.
During World War II, the matter of unidentified aerial objects fell into the hands of the U. S. Army Air Force. After the war, The National Security Act of 1947 established the U.S. Air Force as a separate branch of the military.
General H. H. Arnold presided over World War II Army Air Force when fighter pilots reported ‘foo-fighters”, the name given to unidentified balls of lights that approached fighter planes.
An often-quoted source of information about the foo-fighter enigma is The American Legion Magazine article by Jo Chamberlin entitled The Foo Fighter Mystery.
According to the Library of Congress, during World War II Chamberlin was an aide to General H. H. Arnold and assigned to the Office of Information Services, Army Air Force. The Jo Chamberlin File is in Box 272, Volume 4 of the Henry Harley Arnold Papers. Contained in the papers are the Jo Chamberlin notes on “Foo Fighters.”
Chamberlin’s name, title, and address appear on the notes:

- No military title to appear with author’s signature
A curios Chamberlin hand initialed note appears in the top margin on page nine of the typewritten “Foo-Fighter” research notes, "When back in Wash. get dope on that S. Atlantic transport load from Air Transport Command. JHC."

CIC and Project Paperclip
A significant activity of the CIC was participation in Project Paperclip which offered association and safe passage of Nazi scientists out of Germany for the purpose of assimilation into American research and development.
A June 16, 1988 report by the Special Investigations (OSI) Division of the Criminal Division of the United States Department of Justice entitled Robert Jan Verbelen and the United States Government: A Report to the Assistant Attorney General, Criminal Division, U.S. Department of Justice states:
This is the second investigation conducted by the Justice Department concerning the employment of a convicted war criminal by the Counter Intelligence Corps.
In March 1983, the Criminal Division conducted an investigation into the relations between Klaus Barbie, the "butcher of Lyon," and the CIC. The findings in this investigation prompted the United States Government to make a formal apology to the Government of France for the actions of certain CIC officials who had protected Barbie from the due process of law.
