On May 27, 1941, in the shadow of the ominous peril of World War II, President Franklin D. Roosevelt, FDR, declared an unlimited national emergency with Proclamation 2487. This proclamation began a series of directives, executive orders, and acts that eventually led to the execution of essential research and development “without regard to the provisions of law and regulations" .

THE SPRING 1941 EXPONENTIAL GROWTH OF THE CIC
THE COUNTERINTELLIGENCE CORPS

An intelligence agent seeks to gather information about an enemy or potential enemy; a counterintelligence agent seeks to keep sensitive information away from an enemy or potential enemy.

The Counter Intelligence Corps History by The U.S. Army Military History Institute states, “On 20 February 1941 a total of 288 men was reached. By 31 May the over-all total swelled to 513...” “On 13 December 1941, a letter from the office of The Adjutant General officially changed the name of the Corps of Intelligence Police to the Counter Intelligence Corps, to be effective 1 January 1942" “This was a change in name only.” “Suddenly the days of begging for men and money had come to an end.”

ALLEGED 1940s UFO RETRIEVALS AND THE COUNTER INTELLIGENCE CORPS

On June 21, 1947, three days before the infamous Kenneth Arnold sighting of nine flying saucers south of Mount Rainier, Harold Dahl claimed unidentified crafts hovered above his boat near Maury Island in Puget Sound. Dahl reported to Fred Crisman, an alleged CIC agent, that in apparent distress one of the craft spewed molten debris that injured his 15-year-old son, damaged his boat, and killed their dog.

In response to orders from General Twinning, Air Force Lt. Frank M. Brown and Capt. William L. Davidson, both alleged CIC, reportedly retrieved the molten debris to be flown to a California military base. The flight never reached the destination as it plunged to earth in a fireball.

Within a couple of weeks of the Maury Island and Kenneth Arnold incidences, an unidentified object crashed at Roswell, NM. According to Major Jesse Marcel, base intelligence officer, Sheridan Cavitt, CIC agent, joined Major Marcel to investigate the unidentified crash. According to the book Witness to Roswell by Thomas J Carey and Donald R. Schmitt, Lewis Rickett, of the CIC, told the author that he, Rickett, later joined his boss, Sheridan Cavitt, CIC agent, to view the crash site. Rickett confirmed the debris field was out of the ordinary and that a secret military recovery and cover-up ensued. Another known Roswell CIC agent was Steve Arnold.

Philip J. Corso, a Pentagon Lieutenant Colonel at the Foreign Technology desk, states that at the time of Roswell the “CIC personnel had begun to arrive from Washington when the first reports of strange radar blips were filed through intelligence channels.”

America's Secret Army The Untold Story of the Counter Intelligence Corps by Ian Sayer and Douglas Botting states, "The degree of secrecy surrounding the CIC was extreme -- infinitely greater than that of the FBI.” Former Special Agent Duval A Edwards recalled "Our instructors said over and over that not even our relatives, best friends, Sunday school teacher or creditors must know of our work or of the existence of the CIC"

The presence of an elite group of CIC agents at alleged UFO incidences in the 1940s does not authenticate the origin of the event; rather, the involvement of the select top-secret CIC reiterates the importance of the events.

Although history states research into nuclear propulsion began after World War II with NEPA -Nuclear Energy for Propulsion of Aircraft, a Department of the Air Force, Wright Patterson Air Force Base memorandum about an Environmental Advisory Board meeting suggests otherwise.

“There was a question concerning the radioactive facility located in Area B--was it still radioactive. Mr. Mays, the Radiation Program Manager for EM, replied that the facility was originally built as a test facility for the nuclear propulsion program in 1941."

“In 1941, only forty buildings existed at Wright Field, but by 1944, the airfield consisted of more than three hundred buildings.”
