Susan E. Lederer writes of the OSRD in the book Subjected to Science: Human Experimentation in America before the Second World War,

  • Established by President Franklin Delano Roosevelt in 1941, the Office of Scientific Research and Development coordinated medical research through the Committee for Medical Research (CMR). Charged with €œmobilizing the medical and scientific personnel of the nation,€ the CMR, under the direction of pharmacologist A. Newton Richards, administered 450 contracts to universities and 150 to research institutes, hospitals, and other organizations. In order to solve pressing military medical problems, the CMR committed funds for non-therapeutic research involving orphans, the retarded, prisoners, and the mentally ill. 

The Administrative History of the Office of Scientific Research and Development written by the Deputy Director of the OSRD, Irvin Stewart, with a foreword by Vannevar Bush, director of OSRD, states U.S. research and development since the inception of the National Defense Research Committee (NDRC) in 1940 operated in a compartmentalized manner. Thus, only personnel directly involved in a program would have knowledge of the program. The Deputy Director of the OSRD states: 

  • Another step in the maintenance of security was that of compartmentalization of information. The Committee adopted as a guiding principle that no person associated with it desired to have or would be given any classified information except that needed for the performance of the particular tasks which had been entrusted to him. In practice this meant that relatively few individuals were acquainted with the entire program of operations of NDRC.

A September 22, 2000 Las Angeles Times article, The Secret (Insurance) Agent Men, speaks of Franklin D. Roosevelt's OSS:

  • Newly declassified U.S. intelligence files tell the remarkable story of the ultra-secret Insurance Intelligence Unit, a component of the Office of Strategic Services, a forerunner of the CIA, and its elite counterintelligence branch X-2.
  • "They used insurance information as a weapon of war,” said Greg Bradsher, a historian and National Archives expert on the declassified records.

The men behind the insurance unit were OSS head William Wild Bill Donovan and California-born insurance magnate Cornelius V. Starr. Starr continued to build AIG Insurance with headquarters in the same building that housed the OSS.

The Truman Administration witnessed a major flap of unidentified flying objects. The best known account is the unidentified crash retrieval outside of Roswell, New Mexico in the summer of 1947.

Administration response to Roswell is not clear; nonetheless, Truman"s stance of secrecy is evident in the president's preface to the Memoirs by Harry S Truman Years of Trial and Hope:

  • For reasons of national security and out of consideration for some people still alive I have omitted certain material. Some of this material cannot be made available for many years, perhaps for many generations.

On January 20, 1953, Dwight D. Eisenhower took the Presidential Oath of Office. A mention of Eisenhower appears in an August 5, 2010 U.K. National Archives released archived UFO file. DEFE 24/2013/1 contains a 1999 correspondences from the grandson of the personal bodyguard of the Prime Minister, Winston Churchill. The file contains correspondences that suggest Prime Minister Winston Churchill discussed the dilemma of unidentified flying objects encroaching on the World War II aerial battlefield with American General Dwight D. Eisenhower. The grandson, a scientist specializing in physics and astronomy, writes about his secret family history:
  • It is claimed that my grandfather, [REDACTED] was present during a debate between Winston Churchill and Mr. Eisenhower during World War II involving making a decision about an unexpected incident.
  • The aircraft was intercepted by an object of unknown origin, which matched course and speed with the aircraft for a time and then underwent an extremely rapid acceleration away from the aircraft probably with non-ballistic or non-aerodynamic flight characteristics. This event was discussed by Mr. Churchill and General Eisenhower, neither of whom knew what had been observed. There was a general inability for either side to match a plausible account to these observations, and this caused a high degree of concern. Mr. Churchill is reported to have made a declaration to the effect of the following:This event should be immediately classified since it would create mass panic among the general population and destroy one's belief in the Church.

The often-quoted Eisenhower January 17, 1961 Farwell Address to the Nation warns:
  • In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military industrial complex. The potential for disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals.Akin to, and largely responsible for the sweeping changes in our industrial-military posture, has been the technological revolution during recent decades.

The inauguration of President John F. Kennedy took place on January 20, 1961. On April 27, 1961, President Knnedy addressed the American Newspaper Publishers Association at the Waldorf-Astoria Hotel in New York City with the following words:

Counterintelligence Corps: An intelligence agent seeks to gather information about an enemy or potential enemy; a counterintelligence agent seeks to keep sensitive information away from an enemy or potential enemy.

The Counter Intelligence Corps History by The U.S. Army Military History Institute states, “On 20 February 1941 a total of 288 men was reached. By 31 May the over-all total swelled to 513...” “On 13 December 1941, a letter from the office of The Adjutant General officially changed the name of the Corps of Intelligence Police to the Counter Intelligence Corps, to be effective 1 January 1942" “This was a change in name only.” “Suddenly the days of begging for men and money had come to an end.”

ALlleged   UFO  Retrieval 
and the CIC
According to a controversial account, on June 21, 1947-three days before the infamous Kenneth Arnold sighting of nine flying saucers south of Mount Rainier-Harold Dahl claimed unidentified crafts hovered above his boat near Maury Island in Puget Sound. Dahl reported to Fred Crisman, an alleged CIC agent, that a distressed unidentified craft spewed molten debris that damaged his boat. (Noteworthy, later New Orleans District Attorney Jim Garrison linked Crisman to the JFK assassination after Crisman was arrested as one of the three tramps in Dallas immediately after JFK’s assassination).

General Nathan Twining sent Air Force Lt. Frank M. Brown and Capt. William L. Davidson, both intelligence agents, to investigate. Brown and Davidson allegedly retrieved the molten debris although their return flight never reached the destination as it plunged to earth in a fireball.

Within a couple of weeks of the Maury Island and Kenneth Arnold incidences, an unidentified object crashed at Roswell, NM. According to Major Jesse Marcel, base intelligence officer, Sheridan Cavitt, CIC agent, joined Major Marcel to investigate the unidentified crash. According to the book Witness to Roswell by Thomas J Carey and Donald R. Schmitt, Lewis Rickett, CIC agent, told the author that he, Rickett, later joined his boss, Sheridan Cavitt, CIC agent, to view the crash site. Rickett confirmed the debris field was out of the ordinary and that a secret military recovery and cover-up ensued. Another known Roswell CIC agent was Steve Arnold.

Philip J. Corso, a Pentagon Lieutenant Colonel at the Foreign Technology desk, states that at the time of Roswell the “CIC personnel had begun to arrive from Washington when the first reports of strange radar blips were filed through intelligence channels.

America's Secret Army The Untold Story of the Counter Intelligence Corps by Ian Sayer and Douglas Botting states, "The degree of secrecy surrounding the CIC was extreme -- infinitely greater than that of the FBI.” Former Special Agent Duval A Edwards recalled "Our instructors said over and over that not even our relatives, best friends, Sunday school teacher or creditors must know of our work or of the existence of the CIC"

The presence of an elite group of CIC agents at alleged UFO incidences does not authenticate the genesis of the events; rather, the presence reiterates the importance of the events.
